Harford County Public Schools has named Mrs. Shelby Hultquist, special education teacher at Havre de Grace Elementary School, as the 2025 HCPS Teacher of the Year—and we couldn’t be prouder to call her one of our own!
Mrs. Hultquist, now in her eighth year of teaching, has made a tremendous impact on our school community through her dedication, leadership, and passion for student growth. She holds a Bachelor of Science in Early Childhood Education and Special Education from Lebanon Valley College (2016) and a Master of Arts in Special Education from Ball State University (2022).
Beyond her classroom, Mrs. Hultquist serves as chair of the special education team, is a member of the School Performance and Achievement (SPA) Team, and coaches for a nonprofit lacrosse organization. Her classroom regularly serves as a model for new special educators, and she enjoys providing professional development at both the school and district levels.
Her recognition was announced at the Celebration of Excellence in Education on April 8, 2025, where she was honored alongside other HCPS staff members who go above and beyond for students and families across the county.
At Havre de Grace Elementary, we know the heart of a great school is its people—and Mrs. Hultquist exemplifies the very best of what it means to be an educator. Her commitment to inclusive instruction, high expectations, and building strong relationships with students is felt every day in our classrooms and hallways.
